HUSKY C EXPANSION:

TAKE ACTION NOW TO END DISCRIMINATION
AGAINST PEOPLE WITH DISABILITIES

The Appropriations Committee right now is debating how much to expand HUSKY C.  

Here are the 3 options that the Committee is considering:

1. HB 6630 – This Bill will actually end discrimination against people with disabilities and older adults by:

  • Increasing the income limit from $1182 per month (97% of the federal poverty level) to $1677 per month (this matches the current income level of 138% of the federal poverty level for HUSKY D, the Medicaid program for non-disabled, non-elderly adults).

  • Increasing the asset limit to $10,000/$15,000 (this matches the current asset limit for MEDConnect, the Medicaid program for working disabled people).

 2.    HB 5001, sections 7 and 8:

  • Would raise the income limit to only a fixed amount of $1465/month.

  • Would set the limit of assets to only $3600/$5400. 

3.    Raise income and asset amounts to levels somewhere in between these two.

We have heard that the legislators are considering both 120% and 124% of the federal poverty line (FPL), which would lessen, but still perpetuate, the discrimination against people with disabilities and older adults in CT’s Medicaid program. This is not acceptable.

It is also not acceptable that legislators suggest that it may take years to bring the income limit to 138% of the FPL (the current Medicaid income limit for people who are not elderly or disabled and have no minor children).

The TRUTH is that THEY CAN FIX THIS!

PLEASE ACT TODAY TO END THIS DISCRIMINATION

 LESSENING DISCRIMINATION IS STILL DISCRIMINATION!

Please contact by email the key members of the Appropriations Committee, the leaders of the legislature and the Governor’s office. Send your email by Tuesday, April 18th!

They ALL need to HEAR NOW that the time IS NOW and that IT IS a PRIORITY to end discrimination against older adults and people with disabilities.  

Please send an email and write some form of the first underlined message and then include one or more of the other messages:

  • It is past time to fix the discrimination against people with disabilities and older adults in our Medicaid/HUSKY program. Please adopt the increases in HB 6630 – not those in sections 7 and 8 of HB 5001 – to finally put an end to this long-standing unfairness. There should not be a price tag on ending discrimination!

  • We recognize there are costs, but it should not be acceptable to either branch of government to continue to discriminate in the provision of essential health care on the basis of a claimed lack of money- especially at a time of large budget surpluses.

  • Fully expanding HUSKY C to match the income limit of HUSKY D will prevent involuntary institutionalization of individuals with severe needs for home health services which they cannot access under the current low HUSKY C limits- at higher costs to the taxpayers!

  • Nickel and diming needy elderly and disabled individuals is not acceptable.

  • A lower level of discrimination is STILL discrimination.

  • This is a basic moral obligation and both branches of government have a duty to fix this NOW!

  • No es acceptable exprimir a las personas mayores y discapacitadas.

  • Un nivel más bajo de discriminación SIGUE siendo discriminación.

  • ¡Esta es una obligación moral básica y ambas ramas del gobierno tienen el deber de arreglar esto AHORA!
